On March 28, 2020, Governor Laura Kelly issued an Executive Order directing all persons in the state to stay at home unless performing an essential activity, as defined. The Order identifies a number of essential functions, similar to other states’ definitions of essential businesses.
On March 18, 2020, the Supreme Court of Kansas issued Administrative Order 2020-PR-016 declaring: “Effective upon publication of 2020 House substitute for Senate Bill No. 102, this order suspends all deadlines and time limitations to bring a defendant to trial established by K.S.A. 22-3402 and its amendments, until further order of the Chief Justice.” The House Substitute for Senate Bill 102 was published in the Kansas Register on on March 19, 2020.
