Debt Collection Restrictions

Emergency Order No. 3 prohibits the discontinuation of service by “[a]ll providers of electric, gas, water, telephone, cable, VOIP, internet, and deliverable fuels service in the State of New Hampshire . . . for non-payment for the duration of the State of Emergency.” Emergency Order No. 4 suspends evictions and foreclosures for the duration of the State of Emergency.

Tolling and Suspension of In-Person Hearings for Non-Emergent Matters

By order of the Supreme Court of New Hampshire “[d]eadlines set forth in court rules, court orders, statutes, ordinances, administrative rules, administrative orders or otherwise that are set to expire between March 16 and April 6, 2020 are hereby extended to April 7, 2020. Statutes of limitations and statutes of repose that would otherwise expire during the period between March 16 and April 6, 2020 are hereby extended to April 7, 2020.” A copy of the order is available here. Guidance on Debt Relief and Forbearance

The New Hampshire Department of Banking issued a memorandum asking regulated entities “to consider programs you might deploy to help consumers during a natural disaster and tailor those programs to fit with the circumstances surrounding the economic disruptions caused by” the COVID-19 crisis.
